Who will stop price rise?

Mr. Sharad Pawar says that reason behind current price rise s global warming. He accuses state government for not monitoring prices.

Finance Minister Mr. Pranab Mukherjee says that current price rise is due to global economic slowdown and controlling of price is not the work of central government.

PM Mr. Manmohan Singh says that due to rampant corruption food grains at reasonable prices are not reaching in the hands of targeted poor people.

Who will take remedial measures to ease the burden common men are subjected to shoulder? Is it a government for common men? God only knows the answer to these queries striking the minds of large section of population.

I wish to say whether prices are within control in Congress ruled states if the logic submitted by rulers is admitted?

Air Fares are rising and airfare varies from Rs.2000/ to Rs.20000/- for the same destination at different time at different dates. Even Indian Airlines are charging exorbitant airfare.

Is Airfare under the control of state governments?

Export of rice in lacs of tons took place inspite of rising price of rice in our country. Does state government grant export permission?

Thousands of Tons of Wheat is lying in godowns of FCI uncared and getting rotten. Third grade wheat is distributed under PDS to poor villagers under Red card system. Who is responsible for large-scale wastage of food grains?

Hundreds of tons of pulses and sugar are lying hoarded in hidden godowns of private traders to create artificial crisis in the market and to earn maximum profit. Is state government solely responsible for such crisis?

Prices of iron, sponge or finished iron have been varying from Rs.10000 per ton to Rs.50000/- per ton. Due to this all products manufactured using iron are going up and up. Who is responsible for such large-scale variance? Is it state government?

Higher education Institutes have been charging exorbitant fees from student of MBA, Engineering and medical courses even by not providing adequate infrastructure. Who is responsible for such loot and exploitation of students?

Education loan will become irrecoverable from students because they will be unable to get employment due to their poor knowledge level. All public sector banks will have to suffer huge losses and eventually central government will waive STUDENT LOAN to gain votes from students and their family.

Whose duty is to control mess in education sector and exploitation of students?

Will take central government own responsibility for such abnormal fees in schools and colleges (including primary schools)?

Prices of all medicines and essential drugs have been skyrocketing. Poor patients die in want of cheap medical treatment.
Is state government responsible for unreasonable price rise in medicine sector?

Corruption is the root cause of recent Price Rise

I resubmit hereunder a very common question coming in the minds of common men.

What is the reason behind declining economy for common men inspite of rising GDP or what is the reason behind continuous rise in prices of essential goods and commodities?

It is none other than corruption is my clear cut answer. Politicians in collusion with administrative officers (beaurocrats)are busy in making money from traders and have given full freedom to them to loot as much as possible and share with them (politicians and government officers) Prices are rising and rising unbridled only because there is none to monitor.

I disagree with lame excuses given by ruling central government of UPA like global slowdown or lesser production or bad climate. You might have heard on TV and read in print media that onion and rice in huge quantity were exported inspite of ban on export of rice.
Why and how could it so occur?
Because politicians in general and ministers in particular forget all rules when they are offered some commission. Officers working in government departments including judiciary and defense become ready to violate rules once they are gifted adequately.

Indians are suffering and paying high prices of rice due to crisis created by traders and politicians not by farmers. Economy is declining or improving, I am unable to understand, it is known to only God. But I hear in news media, sometimes political leaders talk of India shining and say India will be the leader in the world and sometimes when people raise question on increasing poverty, increasing unemployment or price rise they any hesitation talk of decline or global recession.

This is why most of the people conclude as follows which may appear ridiculous but bitter reality for majority of Indians.

Corruption is the Fifth pillar of democracy.
Corruption is the foundation of Indian Administration.
Corruption in the backbone of Indian economy.
Corruption provides lubricant to Indian Judicial system.
Corruption is the oxygen for politicians.
Corruption keeps your Boss happy and you go on moving up.
Corruption elevates your social status, hides your mistakes, and gives you choice posting, helps in getting early promotion and what not.
Any work can be done smoothly and timely if you indulge in corruption and agree to prevailing corrupt system.

Lessons:
Accept and Give bribe as much as possible and be happy.
Accept illegal practices prevalent in the system with joy and pleasure, you will lead a peaceful life. Don't try to protest anyone or point out anyone's fault, otherwise it will open Pandora's Box for you.

Stagnation Increment for bank employees

stagnation in pay scale

I will definitely expect that leaders will remove the word stagnation in pay scale of officers. I feel pity for those experienced officers who have all talent and who are hard workers but could not get promotion due to many constraints beyond the control of officer. But due to constraints before management, senior officers reach last stage of their scale and they are denied annual income.

When number of vacancies is less in upper scale, management is constrained to give fewer promotions and when such senior officers are good worker, they must be entitled to get at least annual increment.

I feel pity for such senior officers because they are not getting annual increment after they reach last stage of their scale even when they are shouldering responsibility of large branches successfully. On the contrary non performing clerks as well as officers get annual increment only because they are junior.

Obviously the word stagnation is deceptive and a curse for senior officers. In olden days when officer was not found fit for promotion due to inefficiency he was to face stagnation as mild dose of punishment. This used to happen when promotion based on seniority used to take place and management used to give promotion even if there were not adequate vacancies in that scale.

In most of the central government department there is provision for time bound promotion and hence question of stagnation in particular scale does not arise. It is perhaps only in banks that even after completing twenty or thirty years of service in a particular scale promotion is not given to an employee. Now-a-days Interview is a killer injection in the almirah of management which can be injected to any good or bad performer in promotion process as pe whims and fancies of the interviewer.

In brief there is no justification for stopping increment for two three years to a senior officer in the name of stagnation. If management feels that there is no scope for promoting officers in a particular scale to upper scale in lack of adequate vacancy , they must keep the scale long enough to accommodate senior officers and ensure that they continue to get increment every year until there is report of any misconduct or inefficiency.

When leaders and bank management can give relief to retired employees, why can’t they agree for continuous annual income to those who have reached last stage of their scale?

Here I would like to add that when management finds an officer guilty of minor misconduct they penalize him by stopping his one annual increment for one year without cumulative effect. It means disallowing an officer for increment for two three years in the name of stagnation, or for the reason that he has reached the last stage of his pay scale is tantamount to penalizing him with more greater penalty for none of his fault.

If management finds an officer unfit for promotion and unfit for release of annual increment in the name of increment they are not justified in entrusting such stagnated senior officer with higher responsibility such as Branch Manager of large branch, rather they should prefer junior officer to should responsibility of bigger branch. It is undeniably ridiculous that most of senior middle management officers and most of the executives in Scale IV to scale VII are not getting annual increment even though they are sitting t top and the hold the most responsible post.

Similarly when a clerk even reaching last stage of his scale is found unfit for promotion to officer cadre it is the weakness and inefficiency of the management that they fail to train, irrigate and convert the inefficient senior clerk to efficient clerk suitably enough to be promoted as officer. It is enough to prove inefficacy of Human Resource Development Department and ineffectiveness of entire training system.

After all what else they give to experienced officers other than stagnation losses for none of their fault. I have no doubt in my conviction that it is not only management but also the union leaders who failed completely to erase the word stagnation from pay scale of bank employees.

There are numerous examples in banks that an officer promoted by the management to scale III but given the posting of branch Manager where a scale I or scale II officer is supposed to work and vice versa. It is enough to substantiate the fact that large scale whimsical promotions are taking place in banks forcing ban management to post unpromted officers to shoulder the responsibility of bigger branches and specially critical and sensitive branches. Such type of anomalies occurs happens only because unchallengeable power is given to interviewer to make or mar career of an officer in the promotion processes.

If anyone do not agree with my views expressed above I request them to please justify the continuance of stagnation in pay scale under changed scenario in the banking industry.
